From a sample of 25 to 36 four-star hotels within 2 km of Baixa, quoted on 2 October 2026 for one night for two adults, room only, before taxes, on nine November 2027 dates. Few hotels had loaded rates this far ahead, so these medians are much less certain than for earlier months; we also compared the same 19 hotels across dates. Lisbon's tourist tax of €4 per person per night (maximum seven nights) is added on top. Rates change daily, so check live prices for your dates.
November is the month Lisbon steps out of its long high season. The weather is the honest catch: it is the wettest month in the climate normals, and the short evenings mean less time outdoors. But days are still mild, around 18°C, the sightseeing queues are shorter, and in our sample hotel rates fell by about a quarter or more from October on the same hotels.
We would book November for a city break built around food, fado and museums, with one flexible day for Sintra or the coast when the forecast clears. Pack a proper waterproof and shoes with grip rather than relying on an umbrella, and check whether a large conference falls in your week before you book.

IPMA's 1991 to 2020 climate normals put the November average high at about 18°C and the low at about 12°C. That is about five degrees cooler by day than October, but still mild by European standards. The highest November temperature in IPMA's 1991 to 2020 record is 25.3°C. A light jacket covers most days, with a warmer layer for the evenings.
Rain Pattern
November averages about 134 mm of rain on roughly 10 days, the highest monthly rainfall in IPMA's 1991 to 2020 normals for Lisbon. That still leaves around two thirds of days dry on average, but the rain that does fall can be heavy. The limestone and basalt pavements of the old town are slippery when wet, so shoes with grip matter more than an umbrella.
Daylight and Outdoor Conditions
Sunrise moves from about 07:02 to about 07:34 across the month, and sunset from about 17:37 to about 17:16. Station averages from the German Weather Service put November at about 163 hours of sunshine. The sea cools to about 18.1°C, which seatemperature.org describes as cool, and there are no lifeguards on the beaches.
Lisbon Crowds and Prices in November
Only 25 to 36 hotels returned November rates this far ahead, so we also compared the same 19 hotels across dates. On those hotels, the median was about €236 in mid and late October, then about €175 on 3 November, €161 on 17 November and €170 on 24 November.
1 to 14 November: All Saints and the conference week
All Saints' Day, Monday 1 November 2027, is a public holiday in Portugal; the median that night was about €181. Medians were about €183 on 3 November and €190 on Saturday 6 November, then rose to about €209 on Wednesday 10 November, the dearest date we sampled. In 2026, Web Summit, a large international tech conference, ran from 9 to 12 November at the MEO Arena, according to Web Summit. The 2027 dates had not been announced when we checked, so if your trip falls in mid-November, check them before booking.
15 to 30 November: the cheapest stretch
Medians eased to about €162 to €171 for the rest of the month, the lowest medians we have recorded for any month since March. Most people do not realise how sharp the drop is: on the same hotels, mid-November was about a third cheaper than mid-October. Remember the tourist tax of €4 per person per night on top of the room rate.
São Martinho, the Christmas Lights and Nazaré
São Martinho and roasted chestnuts
11 November is São Martinho, St Martin's Day, traditionally marked in Portugal with roasted chestnuts and the year's new wine. Through autumn, chestnut sellers set up their smoking carts on Lisbon's streets and squares, and a paper cone of hot chestnuts is one of the small pleasures of a November walk. The largest São Martinho celebration near Lisbon is the Feira Nacional do Cavalo, the national horse fair at Golegã in the Ribatejo; in 2026 it ran from 6 to 15 November, its 50th edition, according to InFátima. The 2027 dates had not been announced when we checked.
The Christmas lights
In 2025, Lisbon's Christmas lights were switched on on 22 November, with the large tree at Terreiro do Paço lit in the evening, according to Público. The 2026 and 2027 dates had not been announced when we checked, but a late-November trip has a good chance of seeing the city lit. Avenida da Liberdade, Rua Augusta and Praça do Comércio are the obvious walks once darkness falls, around 17:20.
Nazaré's big-wave months
November opens the most reliable stretch of Nazaré's big-wave season, which runs roughly from October to March with the largest swells most typical from November to February. The World Surf League's competition window for the 2025/26 season opened on 1 November 2025; the 2026/27 window had not been officially announced when we checked. What November is uniquely good for
November is the first month since spring when Lisbon's hotel rates drop back sharply, while the days stay mild enough to walk. It suits travellers who want the city's food, fado and museums at lower rates, and who are happy to trade some beach and outdoor time for shorter queues and the first Christmas lights.
